Does this replace final accounting review?
No. The platform provides tenant-level subscription previews and billing evidence. Final policy approval and contract terms stay under platform-admin control.
Will active-user changes become surprise charges?
The intended operating flow is review first: plan, active-user quantity, add-ons, support, and one-time fees are visible before subscription changes are finalized.
